If you are buying a flat, house or plot in Telangana, plan for 7.5% of the property's value in government charges on the sale deed. That is the total of stamp duty, transfer duty and the registration fee, and it is due before the deed is registered.
This guide uses the rates published by the Telangana Registration and Stamps Department. It covers how the 7.5% is split, which value it is charged on, what it costs on a typical Hyderabad purchase, and the rates for other documents you may come across, such as a sale agreement, a gift deed or a home loan.
The short answer
For a sale deed in Telangana:
| Where the property is | Stamp duty | Transfer duty | Registration fee | Total |
|---|---|---|---|---|
| Municipal corporation, municipality or other non-Gram Panchayat area (including GHMC) | 5.5% | 1.5% | 0.5% | 7.5% |
| Gram Panchayat area | 5.5% | 0% | 2% | 7.5% |
The total is the same everywhere. Only the split changes, because in Gram Panchayat areas the share that would be transfer duty is collected as a higher registration fee instead.
The rate is applied to the market value or the sale price, whichever is higher.
Which value is the 7.5% charged on?
Two values matter in every sale:
- The consideration: the price you and the seller agree and write in the deed.
- The market value: the minimum value the government has notified for that area and property type, sometimes called the guidance value or SRO value.
The charges are calculated on whichever of the two is higher. Writing a lower price into the deed does not reduce the charges below the market value, and declaring a price lower than the real one is illegal in its own right.
Market values are revised from time to time. The current framework dates from G.O.Ms.No.58 (20 July 2021) and G.O.Ms.No.9 (21 January 2022), and Telangana carried out a statewide revision that took effect on 5 June 2026, with increases of up to 100% reported in some locations. If you are relying on a market value you looked up before June 2026, check it again. You can look up the current value for a specific property on the Telangana registration portal.
The percentages themselves did not change in 2026. The 7.5% total has applied since July 2021, when it was raised from 6%.
Worked examples
Example 1: a flat inside GHMC, priced above market value. You agree to buy at ₹80 lakh. The market value for the flat works out to ₹72 lakh. The charges are calculated on ₹80 lakh, the higher figure:
| Charge | Rate | Amount |
|---|---|---|
| Stamp duty | 5.5% | ₹4,40,000 |
| Transfer duty | 1.5% | ₹1,20,000 |
| Registration fee | 0.5% | ₹40,000 |
| Total | 7.5% | ₹6,00,000 |
Example 2: the same flat, after a market value revision. If the revised market value is ₹90 lakh and you still agree ₹80 lakh, the charges are calculated on ₹90 lakh: ₹6,75,000 in total. That is ₹75,000 more for the same agreed price, which is why the June 2026 revision matters to anyone mid-negotiation.
Example 3: a ₹40 lakh plot in a Gram Panchayat area. Stamp duty is ₹2,20,000 and the registration fee is ₹80,000, with no transfer duty, for the same 7.5% total of ₹3,00,000.
Rates for other common documents
A purchase often involves more than the sale deed. These are the rates published by the department for the documents buyers meet most often.
Before the sale deed
| Document | Stamp duty | Registration fee |
|---|---|---|
| Sale agreement with possession | 5.5%, adjusted against the sale deed later | 0.5% (minimum ₹1,000, maximum ₹50,000) |
| Sale agreement without possession | 0.5%, not adjustable | 0.5% (minimum ₹1,000, maximum ₹50,000) |
| Agreement of sale cum General Power of Attorney | 6.5% (5.5% adjustable) | 0.5% (minimum ₹5,000, maximum ₹1,00,000) |
"Adjustable" means the stamp duty already paid on the agreement is credited when the sale deed is registered, so you do not pay it twice. Duty paid on an agreement without possession is not credited.
Gifts, settlements and partitions within a family
| Document | Stamp duty | Transfer duty | Registration fee |
|---|---|---|---|
| Gift to a family member (non-Gram Panchayat area) | 2% | 0.5% | 0.5% (₹2,000 to ₹25,000) |
| Gift to someone outside the family (non-Gram Panchayat area) | 5% | 1.5% | 0.5% (₹2,000 to ₹1,00,000) |
| Settlement in favour of a family member | 2% | 0% | 0.5% (₹2,000 to ₹25,000) |
| Settlement in favour of others | 3.5% | 0% | 0.5% (₹2,000 to ₹1,00,000) |
| Partition among family members | 0.5% of the separated share, up to ₹1,00,000 | 0% | ₹2,000 |
For gifts of property in Gram Panchayat areas, transfer duty is not charged and the registration fee is higher instead. Check the official table for those cases.
Home loans and powers of attorney
| Document | Stamp duty | Registration fee |
|---|---|---|
| Deposit of title deeds (the usual home loan mortgage) | 0.5%, up to ₹50,000 | 0.1%, up to ₹10,000 |
| Mortgage without possession | 0.5% | 0.1% |
| GPA authorising a family member to sell or develop | ₹1,000 | 0.5% (₹2,000 to ₹20,000) |
| GPA authorising someone outside the family to sell or develop | 1% | 0.5% (₹5,000 to ₹1,00,000) |
| Will | No stamp duty | ₹3,000 |
If you are taking a home loan, budget for the deposit of title deeds on top of the sale deed charges. On a ₹60 lakh loan, that is up to ₹30,000 in stamp duty and ₹6,000 in registration fee.
How and when the charges are paid
The charges are paid before registration, through the online process:
- Enter the property and party details on the registration portal.
- Pay stamp duty, transfer duty and the registration fee through the challan generated by the portal.
- Book a slot at the Sub-Registrar office and attend with the seller, the buyer and two witnesses.
Non-agricultural property (flats, houses, plots) is registered through the Telangana registration portal. Agricultural land is registered through Bhu Bharati at the Tahsildar's office, which also updates the land record. Our guide to Dharani and Bhu Bharati explains the land-record side.
Who pays is a matter of agreement, but by custom in Telangana the buyer pays the stamp duty and registration charges. Write it into the sale agreement either way.
What the 7.5% does not cover
Budget separately for:
- GST on an under-construction flat, charged by the builder: 5% on most residential units, or 1% on units that qualify as affordable housing. A resale flat or a completed flat with an occupancy certificate carries no GST. Confirm the rate on the builder's cost sheet.
- The home loan mortgage charges shown above.
- Legal fees for title verification and drafting, and any document writer's fee.
- Mutation and property tax transfer with the local body after registration.
Common mistakes
Using an old market value. Values changed statewide in June 2026. A budget built on a value from 2025 can be wrong by a large margin.
Assuming women pay less. Some states offer lower stamp duty for women buyers. The Telangana rate table has no separate rate, so registering in a woman's name or jointly does not reduce the charges here.
Under-declaring the price to save stamp duty. It does not work below the market value, it is illegal, and it leaves you with a deed that understates what you paid, which causes problems at resale and with capital gains.
Paying only the agreement and delaying the sale deed. An agreement, even one with possession, is not a sale deed. Ownership passes on registration of the sale deed, so don't let the agreement stage drag on. Our 25 checks before paying a token advance covers what to settle first.
Paying charges before the title is checked. Stamp duty is a large, largely non-recoverable cost. Verify the title and the Encumbrance Certificate before you pay for registration.
FAQs
What is the total registration cost for a flat in Hyderabad?
7.5% of the market value or the sale price, whichever is higher: 5.5% stamp duty, 1.5% transfer duty and 0.5% registration fee.
Is stamp duty in Telangana different for plots and flats?
No. A sale deed carries the same 7.5% total for a plot, a flat or a house. What differs is the market value each property type is assessed at.
Do women get a stamp duty concession in Telangana?
No. The official rate table has no separate rate for women buyers.
Did the June 2026 market value revision change the stamp duty rate?
No. The percentages are unchanged. The market values they are applied to went up, so many purchases now cost more in charges.
Is stamp duty charged on the price I agree or on the government value?
On whichever is higher.
Can I pay stamp duty online in Telangana?
Yes. The charges are paid through the challan generated during the online registration process, before you book the Sub-Registrar slot.
Final takeaway
Plan for 7.5% of the higher of the agreed price and the current market value, check that market value again after the June 2026 revision, and add the home loan and other costs on top. Then check the property itself before paying for registration. Our step-by-step guide to verifying a property before buying in Hyderabad covers that part.
